Voice is the cockpit spoken-presence layer — a routing policy (cost x frequency x identity x privacy) over the live voice substrate. ElevenLabs signature voices handle identity moments; Piper TTS and faster-whisper handle volume and confidential input locally. The Conference Room per-agent voices are one consumer of this layer; Catalyst owns the consuming surfaces, Voice owns the policy and substrate that serves them all.
