Nobody Was Forced To Comply

In 2007 regulators started caring what was inside plastics and electronics, and the business Chris worked for built a service around it, helping companies test their products and prove they were compliant. It went nowhere for years. Nobody had worked out how to enforce the rule yet, so nobody had to comply, so there was nothing to sell. The same gap opened again with GDPR, where so much of the language turned on intent that nobody could say how you would define it. He tells both stories because the AI Act is now sitting in that same place.
