Internal-consistency checks can all stay green while a capability's producer has quietly stopped; Sextant catches that gap with an instrument rather than a memory, anchors true claims with a dated verification, retires false ones in view rather than deleting them, and holds the feature-architecture roadmap in dependency order for Marshal's projects to execute. A current-state claim carrying no date is a historical statement mislabeled as current — Sextant reports 'unknown' as a complete result rather than restate what someone wrote months ago.
